SCHEDULE: A typical 40 hours per week schedule for this position will include evening, weekend, and holiday shifts on a regular and rotating basis. Evening shifts may be about 50% of the schedule.

JOB SUMMARY

This is a supervisory Park Ranger position, providing for the enjoyment, usage, safety, and security of the park system. This involves supervision of Park Rangers who conduct routine patrols of county parks and facilities providing information and outreach, and ensuring compliance with park rules and ordinances. Under general supervision, this position serves as a working Ranger Supervisor and directs employees in performing a variety of outreach, enforcement, and maintenance functions. This entails managing staffing, inventory, and maintenance of supplies and equipment for public outreach, facility and trail maintenance, enforcement, and education programs. This position is responsible for scheduling of the Park Ranger program.
 
ESSENTIAL FUNCTIONS

Typical duties include interacting with park patrons, providing them with information or directions; identifying hazards and maintenance needs, making repairs, when possible; trash and litter removal; rules and permit enforcement; cleaning facilities; and the supervision of other Park Rangers doing these same duties.

Patrols Park facilities via ATV, bicycle, on foot, and by vehicle, and/or a county pickup truck. Responds to calls for service from the public and performs first aid as necessary.

Provides routine and technical maintenance, development, and repair work of Park facilities and Trails.

Develops and manages Park Ranger schedules ensuring adequate coverage seven days per week, especially to meet needs on weekends, evenings, holidays, special events, and daily assignments during the busy seasons.

Supervises, performs, and trains others in public outreach, rules enforcement, and the use of light to heavy vehicles and equipment to inspect, maintain and repair trails, fencing, signage, facilities, and properties.  Performs trails and grounds maintenance, removes snow, and hauls materials/equipment.  Performs cleaning and routine preventative maintenance on facilities, vehicles and equipment and complies with the preventive maintenance schedule.

Estimates materials and personnel needs for projects and maintains an inventory of supplies for a work unit.

Provides maintenance, clearing, and pruning operations on County and Board of Education property.  

Leads and trains small work groups. Assigns and checks work. Gives instructions on proper procedures and ensures safety standards are followed. Ensures compliance with established standards and requirements.

Assists parks and landings maintenance staff with safety and maintenance issues. Is knowledgeable of safety standards, consistently applies safe maintenance practices and promotes a safety culture with other employees.

Performs a variety of maintenance and repairs on and around County and Board of Education property. Troubleshoots problems as appropriate.

Collaborates with colleagues to plan, organize, and facilitate a wide range of events, programs, staff trainings, and activities such as outdoor nature-based interpretive programs, volunteer clean-ups, trail runs, community special events, etc.

Operates and monitors County radios, video cameras, pay machines, alarms, and other monitoring systems; uses computers to perform data entry and queries.

Provides information and aid to park patrons as needed; assists with community outreach initiatives designed to deter crime in the parks and enhance the enjoyment of parks by park patrons.

Communicates and enforces park rules. Interacts and collaborates with Parks and Recreation coworkers, MD-DNR Natural Resources Police, Queen Anne’s County Sheriff Office, Emergency Services Department, Animal Control, Tourism Department, watermen, community volunteers, youth and school groups, and other organizations.

Enforces County and Departmental policies and procedures.

Prepares routine reports and maintains accurate records as required. Develops and coordinates reporting by Park Ranger team.

Ensures safe maintenance standards are followed. Maintains a clean and orderly work area.

Performs other duties as assigned.

Provides cordial, responsive, and accurate customer service.

SUPERVISOR RESPONSIBILITIES
 
Carries out supervisory responsibilities in accordance with the County’s policies and applicable laws; responsibilities include interviewing, recommending, and selecting candidates for employment; training employees; planning, assigning, and directing work; appraising employee performance; counseling, rewarding and disciplining employees; investigating employee grievances; approving and mediating disciplinary action; and addressing and resolving complaints.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to maintain cooperative relationships with those contacted in the course of work activities; ability to follow and interpret a variety of instructions; ability to operate or learn to operate a variety of maintenance vehicles, equipment and hand-operated mechanical tools; ability to read, write, and interpret various routine written communications; ability to speak and write complex sentences; ability to effectively present information and respond to various questioning; ability to solve practical problems; ability to perform routine mathematical calculations. Ability to supervise others and lead by example. Familiarity and efficient use of relevant computers, software, communication applications and devices. Relevant knowledge of nature such as wildlife, trees, plants, flora, fauna, waterways, and history of the region are preferred. Relevant knowledge of rules enforcement.


CERTIFICATES, LICENSES, REGISTRATIONS

CPR, First Aid and DOT Physical Certification Card required with first 6 months of employment. Chainsaw, Forklift and Bucket Truck training required within first year of employment.
 
Certified as having successfully completed the Maryland Recreation and Parks Association Park Ranger Training Program or equivalent with the first year of employment.
 
NIMS TRAINING
 
The following National Incident Management System (NIMS) Training is required with in the first year of employment:

                       Managers and Supervisors                 Courses 800, 700, 100, and 200

 
EDUCATION AND EXPERIENCE

Required: A high school education or general education diploma (GED); and five or more years of related experience and/or training.

Preferred: Previous supervisory experience; Associate’s or higher degree or relevant experience in law enforcement, park management, wildlife management, environmental sciences, outdoor and nature-based education or experience, or a related field.


PHYSICAL DEMANDS
 
Performs manual labor and utilizes various hand tools. Typically required to stand, walk, stoop, climb or sit; reach and handle objects, tools, or controls; regularly lift, carry, push, pull or otherwise move objects weighing up to 50 lbs.; and occasionally lift or move objects weighing more than 100 lbs.

WORK ENVIRONMENT

Work is regularly performed in outside weather conditions. On occasion, work is performed in potentially adverse weather conditions. The noise level is usually moderate; however, the individual frequently works near moving mechanical parts. Frequently works in a precarious environment and is occasionally exposed to toxic or caustic chemicals, vibration, risk of infection, or risk of electrical shock. Regularly required to work some weekends and holidays. There is a Park Ranger uniform consisting of green pants, tan shirt, green hat, safety boots or shoes, and other clothing. There is an expectation to be neatly dressed in a clean uniform.


COMMENTS
 
This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.

An employee in this position may be required to work shift work, overtime, weekends, and holidays and/or remain on standby for a call back to work.

Employees must conform to applicable policies and safety rules.

This position is one within the Queen Anne’s County Civil Service System. An employee must serve a period of twelve months’ probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
