Direct the day-to-day functions of the operations within Zone 2 in the Park Operations Division

STARTING SALARY HIRING RANGE:
$36.49 - $39.90
$75,903 - $82,990

CLASS DESCRIPTION:
Performs senior supervisory level and advanced operations service work under general supervision from an administrative or technical superior.  Work includes overseeing the activities of laboring and equipment operation personnel in areas such as construction, maintenance, landfill disposal, tree care, utility, vehicle, water reclamation, parks, horticulture, and forestry work; reviewing operations to ensure work standards and timetables are met and records are maintained; directing shift operations; inspecting work sites and maintaining administrative controls; keeping a record of hours and materials used and planning daily work duties based on work orders.  Work also includes monitoring the facility operation, maintenance, and usage of equipment, materials, supplies and tools; administering and accounting for division’s operating budget. 

ESSENTIAL DUTIES AND RESPONSIBILITIES

Includes the following. Other duties may be assigned.

  • Works and cooperates with co-workers and supervisors at all levels.
  • Learns and performs all essential job functions accurately.
  • Evaluates park programs, park operations, park budget and priorities; consults with supervisor to determine general direction and scope of park programs, then develops criteria of programs to be undertaken, and develops operational procedures and policies based on data/program analysis.
  • Maintains all playgrounds within the Zone to the National Playground Safety Standards.
  • Directs, plans, coordinates park operations and assists programming in Zone 2 which includes regional parks, community and neighborhood parks, as well as county high school fields.
  • Determines job priorities and sets long and short-term goals to be accomplished and assigns staff to jobs. 
  • Depending on location, responsible for maintenance and safe operation of dams including high hazard dams.
  • Responsible for maintenance and safety of all unique park amenities.  Examples include Equestrian Rings, Skills Course, etc.
  • Oversees complex tasks, inspects work in progress, approves completed jobs, enforces safety regulations and procedures. Special project and on-site event management.
  • Responsible for staffing the DOC/EOC in emergency situations.   
  • Trains staff in areas of parkland operation, maintenance, and ensures that safety policies and procedures are followed.
  • Coordinates meetings with community groups and other county agencies.
  • Resolves unusual and complex maintenance and public relations problems.
  • Inspects work done by contractors and developers to approve prior to payment.
  • Develops specifications and purchasing documents for special projects, supplies / materials, tools and equipment.
  • Assists supervisor with capital and operating budget input, future site needs, and is responsible for maintaining an annual budget.
  • Utilizes a computer to prepare personnel evaluations, prepare and manage budget, review pavilion, facility and field-use reservations, to access e-mail 
  • Responsible for identifying and applying good sustainability practices into all aspects of Department operations.
  • Serves on committees as assigned.
  • On-call for emergencies in all Recreation and Parks sites and facilities.
  • This position is considered essential and will be required to work in emergency situations.
 
SUPERVISORY RESPONSIBILITIES: 
Supervises two (2) subordinate supervisors, full time Park Maintenance Specialist, Park Maintenance, Workers, and contingent employees. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, evaluating staff performance; rewarding and disciplining employees; addressing complaints and resolving problems. Reviews individual progress reports,   accident reports, and writes monthly reports on work accomplished, maintains records of materials and supplies used, man hours expended, and other relevant information.


MINIMUM REQUIRED EDUCATION/EXPERIENCE

High school diploma or GED with seven (7)  years related experience or equivalent combination of education and experience.

PREFERRED EDUCATION, KNOWLEDGE, SKILLS AND ABILITIES:

  • College or university program certificate; and two (2) to four (4) years related experience and/or training or an equivalent combination of education and experience.
  • CPRP Preferred.

  • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents.  
  • Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.  
  • Ability to write speeches and articles for publication that conform to prescribed style and format.  
  • Ability to effectively present information to top management, public groups, and/or boards of directors.

MATHEMATICAL SKILLS:
  • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY:
  • Ability to define problems, collect data, establish facts, and draw valid conclusions.
  • Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.


CERTIFICATES, LICENSES AND REGISTRATIONS

  • Possession of a valid Maryland Class C driver's license.   License must remain valid, as long as individual is employed in this class.
  • Obtain CPR and First Aid certification within one year of employment.
  • Obtain Maryland Pesticide Applicator Certification within two years of employment.
  • NIMS IS-700. a –National Incident Management System, An Introduction.
  • NIMS IS-15.b- Special Events Contingency Planning for Public Safety Agencies.
  • Maryland Fertilizer Applicator may be required of this position and must be obtained in the timeline set forth by the Department.
  • Possession of a Maryland Boater Safety Operator Certification may be required.
