JOB SUMMARY

Under general supervision this position serves as a working maintenance and development foreman, responsible for leading a small crew of employees in performing a variety of maintenance functions.

ESSENTIAL FUNCTIONS

Provides routine trades work and performs a wide variety of technical county maintenance, construction, development, and repair work.

Supervises, operates, and trains others in the use of light to heavy vehicles and equipment to construct, maintain and repair facilities and properties.

Performs grounds maintenance, trails, removes snow, grades fields and other county areas, and hauls materials/equipment.

Performs routine preventative maintenance on vehicles and equipment and complies with the preventive maintenance schedule.

Patches and/or resurfaces parking lots and roads (specific to Public Works).

Performs a variety of specialized maintenance and development tasks and projects.

Estimates materials and personnel needs for projects and maintains an inventory of supplies for a major work unit.

Provides maintenance, clearing and pruning operations on County and Board of Education property.

Operates equipment to include heavy equipment for Public Works

Leads and trains small work groups. Assigns and checks work.

Gives instructions on proper procedures and ensures safety standards are followed.

Ensures compliance with established standards and requirements.

Performs a variety of maintenance and repairs on and around County and Board of Education property.

Troubleshoots problems as appropriate.

Enforces County and Departmental policies and procedures.

Prepares routine reports and maintains accurate records as required.

Ensures safe maintenance standards are followed. Maintains a clean and orderly work area.

Performs other duties as assigned.

Provides cordial, responsive, and accurate customer service.

SUPERVISOR RESPONSIBILITIES

Carries out supervisory responsibilities in accordance with the County’s policies and applicable laws; responsibilities may include interviewing, recommending, and selecting candidates for employment; training employees; planning, assigning, and directing work; appraising employee performance; counseling, rewarding and disciplining employees; investigating employee grievances; approving and mediating disciplinary action; and addressing and resolving complaints.

KNOWLEDGE, SKILLS, AND ABILITIES

Ability to maintain cooperative relationships with those contacted in the course of work activities; ability to follow and interpret a variety of instructions; ability to operate or learn to operate a variety of maintenance/construction vehicles, equipment and hand-operated mechanical tools; ability to read, write, and interpret various routine written communications; ability to speak and write complex sentences; ability to effectively present information and respond to various questioning; ability to solve practical problems; ability to perform routine mathematical calculations.

CERTIFICATES, LICENSES, REGISTRATIONS

Parks – Possession of a Pesticide Tech Registration, DOT Physical Certification Card, Chainsaw, Forklift and Bucket Truck required.

Preferred Class A or Restricted A or Class B CDL; Pesticide Applicator/ Fertilizer Applicator Card preferred.

Roads – Possession of a Class B, Chainsaw, Forklift, Bucket Truck, Flagger required. Class A preferred.

NIMS TRAINING

The following National Incident Management System (NIMS) Training is required within the first year of employment: Managers and Supervisors Courses 800, 700, 100, and 200

EDUCATION AND EXPERIENCE

A high school education or general education diploma (GED); and five or more years of experience and/or training preferably previous supervisory experience.

PHYSICAL DEMANDS

Performs manual labor and utilizes various hand tools. Typically required to stand, walk, stoop, climb or sit; reach and handle objects, tools, or controls; regularly lift, carry, push, pull or otherwise move objects weighing up to 50 lbs.; and occasionally lift or move objects weighing more than 100 lbs.

WORK ENVIRONMENT

Work is regularly performed in outside weather conditions. On occasion, work is performed in potentially adverse weather conditions. The noise level is usually moderate; however, the individual frequently works near moving mechanical parts. Frequently works in a precarious environment and is occasionally exposed to toxic or caustic chemicals, vibration, risk of infection, or risk of electrical shock. May be required to work occasional weekends and holidays.

COMMENTS

This position has been designated as an ESSENTIAL POSITION and may be required to report to or remain on duty when County offices are closed due to inclement weather or for other reasons.

This position is one within the Queen Anne’s County Civil Service System. An employee must serve a period of twelve months’ probation during which he or she may be terminated without notice, cause, hearing or right of appeal.
