Description


The Prince George’s County Department of Parks and Recreation- Northern Region Parks Division seeks a highly motivated, organized, and professional Athletic Field Renovation Manager to lead our growing athletic field renovation program.

The Prince George’s County Department of Parks & Recreation is responsible for planning, supervising, coordinating, and maintaining all park and recreation facilities and services. The Northern Region Parks Division is responsible for these duties in the northern half of Prince George’s County. It comprises eight major work programs: Trades, Custodial Services, Program Support, Playgrounds, Trash and Recycling, Trails, Area Maintenance, and Athletic Field Maintenance.  

The incumbent will be responsible for applying full knowledge of athletic field maintenance, construction, and renovation of athletic fields throughout Prince George’s County. The incumbent may also be accountable for fertilization, aerification, seeding, and repairing and installing multiple irrigation sites at athletic fields. The incumbent will work with various park Divisions and contractors to complete athletic field renovations. The incumbent must know multiple types of turf equipment and be able to instruct staff on its use and maintenance. The incumbent will plan, schedule, assign work to teams, order materials, maintain the renovation budget, and plan and oversee contractual services performed on athletic fields. An Associate’s or Bachelor’s degree in turfgrass management, applied agriculture, horticulture, or a related field, and four (4) years of progressively responsible professional experience in turf management and/or athletic field construction/renovation or closely-related field is preferred. A MD State Pesticide and fertilizer applicator’s license must be obtained within twelve (12) months of employment.  


Examples of Important Duties


  • Leads a team to perform construction, maintenance, and renovations to the athletic field.
  • Leads a team to carry out large construction/renovation projects. Constructs and renovates infield, establishes cool and warm season grasses, and grades athletic fields for positive drainage. 
  • Performs on-site field inspections and project management, requiring advanced knowledge of specialized machinery and techniques.
  • Ability to understand laser transit operations, solve complex issues with advanced laser technology, and modify grades to match previous drainage. 
  • Assists in preparing performance ratings and counsels and coaches employees for performance improvement. Assist in recruiting, selecting, and training designated staff. 
  • Ability to adhere to and document Integrated Pest Management (IPM) policies and make information-based decisions for pest pressures. 
  • Skilled with specialized sports turf renovation equipment with complex operations to improve infiltration rates, drainage, soil health, turfgrass quality, and safety of the fields. 
  • Computer skills to include Microsoft Office, video editing, and virtual conferencing.

Project Management

  • Review plans and specifications to determine the scope and requirements of athletic field projects. 
  • Coordinates a team of career and seasonal skilled park maintenance workers to complete athletic field renovation projects. 
  • Make recommendations for improvements in proposed engineering plans. Meet with architects and engineers to discuss athletic field projects. 
  • Review technical literature, meet with vendors, exchange information with other government representatives, and attend conferences to identify new program methods and equipment. 
  • Forecast job requirements to determine the work programs' material, equipment, and training needs. 

Human Resources:

  • Assists with planning, scheduling, and assigning tasks to park staff, including temporary employees and volunteers. 
  • Helps recruit, select, and train staff. Initiate recognition and disciplinary actions. 
  • Participates in employee evaluations and counseling. Document employee accidents and injuries. 

Budget:

  • Assists with developing an annual budget request for the assigned work program. 
  • Monitor and control expenditures and revenues within the approved budget. 
  • Identify needed equipment, materials, and supplies and determine the best products to fill those needs. 
  • Monitor the work of contractors. Recommends approval for payments to vendors and contractors. 

Administrative:

  • Prepare, initiate, review, and maintain records such as expenditures, timecards, pesticide and fertilizer applications.
  • Write administrative reports, budget and expenditure reports, work reports. 

Preferred Qualifications:

  • Four (4) years of experience in athletic field project management, planning, design, construction/renovation. 
  • Associate’s or Bachelor’s Degree in Horticulture, Turfgrass Management, Agronomy, Golf Course Management, or related field. 
  • Ability and knowledge to develop, revise, and amend athletic field construction specifications and communicate through inter/intra-agency channels. This includes communication for contract specification adherence, both to contractors and supervisors, for successful project completion.
  • Maryland Pesticide License in 3C Turf and Maryland Professional Fertilizer Applicators Certification.
  • Advanced computer software knowledge in the Microsoft Office Suite

Must Have A Maryland State Pesticide Applicator’s License Within (12) Months of Employment.

Must be certified by the Maryland Department of Agriculture as a Certified Fertilizer Applicator within twelve (12) months of employment.

Work Hours are based on the needs of the work program.



Minimum Qualifications


  1. Bachelor's Degree in Horticulture or any related field.
  2. Two (2) years of professional experience in horticulture or closely related field.
  3. An equivalent combination of education and experience may be substituted, which together total six (6) years.
  4. A valid driver's license in accordance with both State and Commission rules and regulations. Driver's licenses must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee's ability to drive Commission vehicles or perform driving duties required of the position.
  5. Maryland State Pesticide Applicator’s License may be required within twelve (12) months of employment, depending on area of assignment.


Supplemental Information

Class/Specification: Senior Horticulturist Supervisor

PHYSICAL REQUIREMENTS: Sitting, standing, walking, climbing off and on equipment, squatting/kneeling, reaching, grasping, pushing/pulling, twisting/bending, lifting/carrying up to 50 lbs. multiple times per shift, talking, hearing, and seeing.

WORKING CONDITIONS: Primarily works outside. May work scheduled weekends, evenings, and holidays. Exposed to weather, dirt, waste, odors, and hazardous chemicals and pesticides.

WORKING PRECAUTIONS: Employee must take necessary precautions due to the nature of the equipment they are working on and the outside elements subjected to, to protect themselves and those around them of the hazards associated with this type of work.
