Description

The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six time National Recreation and Parks Association Gold Medal Award Winner is seeking to fill an Assistant Manager position for our Westphalia Community Center. The selected candidate must be creative, customer service oriented and able to work well in a team environment.

Please note that the above salary range represents earning potential. The budgeted salary range for these positions is $57,747 - $80,011 . Salary is commensurate with experience.

Examples of Important Duties

PROGRAMMING              

  • Plans and implements a comprehensive schedule of activities that effectively utilizes the facility on a year-round basis.
  • Establishes and coordinates classes, special events, and activities, both as center programs and community based programs if applicable/assigned, in cooperation with non-Commission and other Commission units, which reflect the leisure needs of the community.
  • Successfully identifies, implements, monitors and evaluates appropriate marketing techniques to promote attendance at programmed activities.
  • Ensures that the total program of activities is on a profit track, and that revenues from fees and charges fully equal or exceed program expenditures.
  • Ensures that an annual review and written evaluation of each major program and event with appropriate recommendations for future scheduling has been completed within 90 days following the conclusion of each event.
FISCAL MANAGEMENT            
  • Successfully monitors, as required, facility revenues and expenditures in full compliance with Commission policy.
  • Properly executes all purchasing procedures as prescribed by Commission policy and in compliance with the Commission's MFD procurement program.
  • Ensures that all financial documents and reports are properly processed in a timely and accurate basis in compliance with audit procedures, Commission and Departmental policies.
  • Effectively purchases equipment and supplies in a timely manner for facility operation and program needs.
  • Properly serves as the custodian of a petty cash fund in compliance with Commission policy and audit procedures.
PERSONNEL MANAGEMENT
  • Effectively and economically plans and coordinates monthly work schedules for subordinate personnel as required.
  • Appropriately evaluates and counsels employee performance in compliance with Commission policy, and initiates appropriate recognition and disciplinary actions, as well as all relevant administrative documents and reports in a timely manner.
  • Effectively participates in the hiring process in full compliance with Commission policy and the Commission's EEO/AA plan, specifically relevant to the (1) recruitment and selection of contract employees, and (2) interviewing and recommendations for career position vacancies.
  • Successfully conducts facility staff meetings on a regular basis to ensure open communication and information sharing opportunities.
  • Properly and promptly processes instructor's contracts, payments, and time reports for Contract and Career employees, as required.
ADMINISTRATION    
  • Maintains and submits accurate reports and records of meetings, programs, maintenance and purchases in a timely manner, as required.
  • Provides effective oversight and follow up action, as required, for the general maintenance and upkeep of assigned facility and adjacent grounds.
  • Responds to inquiries and requests for information, expressed concerns and complaints from citizens and user individuals, groups and organizations in a timely and appropriate manner.
  • Properly and effectively interprets Commission policies, rules and regulations with staff and patrons.
  • Effectively monitors and maintains an inventory of equipment, supplies and materials required for the operation and programming of the facility.
 SPECIAL PROJECTS 
  • Effectively completes assigned duties and tasks, as required.
  • Completes assigned tasks within prescribed timelines.
  • Works cooperatively with other committee members to successfully complete the committee's assigned function(s).
  • Communicates committee information to appropriate staff and supervisors on a timely basis.
  • Demonstrates a record of attendance consistent with the standards assigned by the Committee Chair and/or the area.
CONSERVATION   
  • Supervises or monitors the work area or a facility with a conscientious effort to promote the efficient use of electric power, fuel, telecom and water resources.
  • Properly and effectively recycles Commission waste, including but not limited to paper goods, plastics, glass, batteries and other recyclable products
Preferred candidates will possess the following:
  • Knowledge of leisure and recreation services, business administration, social and cultural programs, safety and health regulations, supervision, budgeting and procurement, marketing and public relations, and relationship building.
  • Ability to apply principles to solve practical problems, read and prepare routine reports and correspondence, effective oral and written communication, prepare and market promotional materials, and provide courteous service.


Minimum Qualifications

1. Bachelor's degree or four years experience in one of the following fields: parks, recreation, education, business administration, physical education, communication, leisure services, or in area of required specialty; and

2. Two years of responsible professional experience working in a facility related to parks, recreation, education, business administration, health education, physical education, communication, leisure services, or area of required specialty; or

3. An equivalent combination of education and experience;

4. A valid driver's license or ability to acquire one; and

5. A valid operating license (e.g., county pool operator's, child care license) as appropriate.
