The hiring salary for this position is $62,723.06 annually.

This position is eligible for telework after a twelve-month probationary period.


Charles County Government is seeking a dynamic Aquatics Safety & Compliance Coordinator to provide advanced programmatic and supervisory support to the Aquatics Operations unit. The Aquatics Safety & Compliance Coordinator serves as part of the safety and risk management team and works closely with the Pool Managers to ensure that the department’s aquatic facilities’ Emergency Action Plans and emergency response plans are effective, up-to-date, and integrated throughout the department. The Aquatics Safety & Compliance Coordinator also works in partnership with Charles County Safety Division and Maryland Department of Health to monitor changes and ensure adherence to OHSA, local, state, federal, Health Department, and American Red Cross regulations and standards.


Essential Job Functions

  • Develops procedures for and conducts regular auditing for certification database bi-monthly or as new personnel are hired.
  • Oversees a countywide aquatic facility safety audit program, to include emergency drills to occur monthly.
  • Serves as the Department’s lead on COMAR, MDE and County pool operating compliance.
  • Assists with tracking facility inspections, permitting, and submissions internally and to regulating bodies.
  • Audits and maintains all student and professional staff member Water Safety Instructor, CPR, First Aid, AED and Blood Borne Pathogens (BBP) certifications.
  • Schedules and staffs regular CPR/AED/FA for the Pool Operations, Workplace and BBP courses. 
  • Oversees the maintenance of all aquatic first aid and BBP kits, bio-hazard disposal, AEDs, and medical response equipment.
  • Responsible for working in and maintaining aquatic facility pump rooms.
  • Communicates with various cross-functional teams within department and in other divisions to properly administer various programs and procedures.
  • Coordinate the American Red Cross training programs, including Authorized Provider Agreements.
  • Assists with the coordination of countywide in-service training and safety programs, ensures consistency across facilities.
  • Assists with the coordination of countywide quarterly staff training programs including teaching instructor and instructor trainer level courses as needed to support the needs of the division.
  • Develops consistent and streamlined maintenance and operational procedures for all facilities. Researches and evaluates internal and external programming and processes, utilizes the information to develop new initiatives or to suggest changes in current operations.
  • Performs other related job duties as assigned. 


Qualifications, Knowledge, Skills, and Abilities

Education and Experience:

High School Diploma/equivalent. 

Five years of progressive professional experience working in a facility related to parks, recreation, education, business administration, physical education, communication, leisure services, or area of required specialty, including one (1) year as a facility manager, program coordinator or supervisor.  A minimum of three (3) of these years of experience should be directly related to aquatics through lifeguarding, facility and program management.  


Three years Lifeguarding experience - Required.

An equivalent combination of education and experience.


Licenses or Certifications:

Must possess a valid driver’s license.
Must possess a valid operating license (i.e., Maryland State pool operator’s license).
Must possess American Red Cross Lifeguard and CPR certification
Must possess American Red Cross Lifeguard /CPR Instructor (LGI) Certification
Aquatic Facility Operator (AFO) Certification/License preferred.
American Red Cross Instructor Trainer level Certifications (Water Safety Instructor, Lifeguard Instructor) - Preferred


Special Requirements/Qualifications:

Extended hours, evenings, weekends and holiday work may be required.


Knowledge, Skills and Abilities: 

Knowledge of pool circulation, filtration, sanitation and chemistry; State and County's safety and health regulations for aquatic facilities; supervision; Lifeguard/CPR/AED/First Aid; principals of management.

Knowledge of customer service and quality standards.

Knowledge of general office procedures and the use of computers, calculators, software, and other office equipment. 

Ability to solve complex problems involving many variables.

Ability to communicate effectively with the public and staff and provide courteous customer service.

Ability to organize work efficiently and make sound decisions. 

Ability to present materials to various audiences effectively.

Ability to act swiftly and affectively in an emergency.

Ability to prioritize, multi-task and meet deadlines.

PHYSICAL DEMANDS

The work is mostly sedentary in nature with periods of walking and standing and infrequent periods of strenuous physical activity. Typical position requires worker to lift and carry up to 50 pounds, climb stairs, bend, kneel, crouch; reach, hold, grasp and turn objects; swimming and diving skills with the ability to hold breath underwater; use fingers to operate computer keyboards; speak normally, to use normal or aided vision and hearing; demonstrate an athletic activity or physical exercise. Worker may be required to demonstrate an athletic activity or physical exercise.


WORK ENVIRONMENT

Principal duties for this job are performed in a general office environment.
